On May 8, 1997, the Federal Communications Commission released a report implementing universal service support as directed in the Snow-Rockefeller-Exxon-Kerrey Amendment to the Telecommunications Act of 1996. The amendment directs that schools and libra ries should have access to discounted telecommunications services for educational purposes.

Details of the discounts, also known as the "e-rate", are still being finalized, and the actual distribution method in Arizona is currently being determined, but schools and libraries can take several steps to position themselves to apply for the discount s as funds will be distributed on a first-come first-served basis.
